Can anyone actually interpret this thing?
In other words, how the hell do I find out if Houston, TX is going to get the PSU game on ESPN?

Can't you read?!?
The bottom right corner clearly states that “ESPN will carry the reverse mirror of Penn State @ Michigan and Clemson @ Miami.” That means ABC gets the real game and ESPN gets the bizarro game, where the clock/game actually ends at 0:00 and the refs are unbiased. Also, the neighbor is named Feldman.

I can read that it states reverse mirror of PSU/UM "AND" Clemson/Miami
So which is it?

i feel like i explain this every week
the big10 has the best contract with ABC/ESPN. Every big10 home game is either on the BTN or an ABC/ESPN network. When the game is during an ABC regional time slot (usually the 3:30 slot) if you are outside of the ABC viewing area the Big10 game will always be on ESPN or ESPN2 (in this case ESPN). In this case the people in the Yellow area get Miami Clemson on ESPN. Every other color gets PSU UM on ESPN.

But what if you’re outside the Big Ten viewing area, but inside the ABC regional coverage area while simultaneously searching for a regional ABC game covered by CBS, or one that is contractually promised to NBC but is being replayed on the local CNNBCBS, a division of ABC?

It isn't clear though,
for someone who lives in Houston, as to which game is their “mirror.”
It’s obvious that they’ll get the Oklahoma/Kansas game on ABC, but then which of the other games will be on ESPN?
Is the Oregon/Washington game their “reverse mirror” or will the arbitrarily get one of the east coast games?

How is Kansas still ranked?

Barely ranked
They are #25 in the BCS poll, and I’m sure they get a SOS boost from playing in the Nintendo 12, and they’re 5-1, so that’s probably why.

I just realized something if Pitt were to win out their conference games (dropping ND as a loss)
and we won out the rest of ours. Could we theoretically at 11-1 face a 10-2/9-3 Pitt for the Orange Bowl?
Pitt has a lot of Big east “obstacles” to overcome (#5 Cincy, #23 WVU), and two non-cons left (ND and Illinois [ugh]), but they theoretically could still drop the Illinois game and the ND game and still be undefeated in the conference. It will never happen, but it would be interesting to see if the Pitt hate instead of Pitt pity resurfaced itself for a game like that (and you know the networks would jump all over an “OMG OLD RIVALRY”, kind of how we got matched with a #20 something FSU in 2005 (FSU may have earned that spot, idk, but it seemed like a mismatch on paper in terms of ranking, and more for the epic story line between winningest coaches).

Pitt will choke at some point
And they’ll probably lose to Cincy.

Mind you, tho, I would love to play them in a bowl

That would be so badass
but I don’t know if they could score 14 pts on our defense.

Not unless the ACC Champ goes to the BCS MNC game
The Orange Bowl is tied to the ACC champion.
The Big East does not have a bowl tie-in.
Now, if the SEC Champ, the Big 12 Champ, or the ACC Champ make it to the BCS MNC game, the Sugar Bowl, the Fiesta Bowl, or the Orange Bowl would have two at-large BCS selections to make. Any one of those three could then choose to make a PSU-Pitt, PSU-Notre Dame, PSU-Alabama, or whatever your dream matchup is.
