Incoming freshman LB Glenn Carson is making friends and influencing people. Sadly, the people he's meeting are the Penn State U. Police. Cited for underage & public drunkenness on campus.

My question: If he was cited for underage... did he have to actually be drinking when the cop grabbed him? Or can they get you for that if you earn yourself a public drunk charge without them seeing you do the drinking? Anything going on at the old Phi Delt house this summer, or was he just wandering around smashed? Regardless, not a great way to welcome yourself to your new team.

Anyway. Hopefully Joe beats him severely and he learns that cops in S.C. aren't as OMG FOOTBALL PLAYER! as the rest of the population.

about the underage

PSU Police give out underages regardless of alcohol if you were under 21 and the cops hit your party and say you werent drinking or you were the designated driver, or maybe you walked in to see all the excitement. Blam underage. The PD charge was most likely from him leaving the party reeking or booze and being loud. Hey remember in 2005 when staring Safety Paul Cronin got kicked off the team for PD? He was only trying to sleep in the bushes off Curtin Rd.

An underage citation is technically called “Purchase, consumption, possession or transportation of liquor or malt or brewed beverages”. Therefore, doing any of the above will snag you a lovely underage citation. If you’re holding a beer, smell of beer, blow higher than a 0.02% on the PBT, have liquor in your car (or between your feet on the floor of the backseat), etc. you will be charged in State College. There is a zero tolerance policy here, mainly due to the riots. In addition to fines and costs, a first offense will net you a 90 day driver license suspension, a second offense is a one year suspension and a third or subsequent offense is a two year suspension. It is a summary offense, which is handled in front of a Magisterial District Judge and is very similar in nature to a speeding ticket on the crime seriousness scale. Once you turn 21 years old, you can now petition to have them expunged or erased from your permanent criminal record. However, it will stay on your driving record for ten years.

PA defines Liquor as

“…any alcoholic, spirituous, vinous, fermented or other alcoholic beverage, or combination of liquors and mixed liquor a part of which is spirituous, vinous, fermented or otherwise alcoholic, including all drinks or drinkable liquids, preparations or mixtures and reused, recovered or redistilled denatured alcohol usable or taxable for beverage purposes which contain more than 0.50% of alcohol by volume…”

Actually I was wondering if they had written their own definition of ‘Brewed’… but defining ‘Liquor’ to suit their purposes works too.

What other records are there that might be affected? Are these ‘records’ stored by state and then shared? Thanks for the info.
