Just read this article and was interested in who the 3 representatives in Congress were that voted "nay".
I looked up the official voting on this resolution and found representatives in Oregon, Utah, and embarassingly enough, my home state of New York were the only 3 out of 420 voters to not support this resolution. Not sure what they were thinking. One could argue it was a waste of taxpayer money, but that is for a different forum.
I emailed the representative, who happens to be a long term congresswoman who is 81 years old (why would she not vote for a fellow octegenarian), to understand why she voted the way she did.
There are people out there looking to to take shortcuts to success (U$C) in college football, whereas Coach Paterno has always looked to do it the right and honorable way. He deserves the honor.
