Looking for a University Flowchart.
Hypothesis/Something I'm working on. I have written conformation that Tim Curley is Joe Paterno's immediate supervisor. I believe, that Schultz was Tim Curley's immediate supervisor.
The link is to a picture. I believe it shows the administrators are shown in order of their pecking order. Shultz's position is represented by Albert G. Horvath, Senior Vice President for Finance and Business/Treasurer, who held that job previously.
If anybody could help out here, we might be able to help the old man.

Also, if you see the picture...
It is obviously is a picture of major university administrators. It says missing from picture, Athletic Director Tim Curley. It does not say missing from picture head football coach Joe Paterno.
I think this is a thing.

The question sounds it, but please don't read the tone as snoody, it's not.
What does would this prove?
"We are not normal, We are Legends. People will tell their kids about us." - Deon Butler before Ohio State Game 2008.
It would prove that there is an entire level of administration above Joe Paterno.
And that three members of it were aware of the charges. And the picture is the proof.
Works on contingency? No, money down!
I mean it's a document that shows what you've been arguing for three days.
Works on contingency? No, money down!
I'd be very eager to see a document
That allows me to ass-speak less.
A brief google search only turned up this:

Top governing body is the board of trustees
http://www.psu.edu/trustees/membership.html
those are the people in charge and at the top. That is the ultimate governing body. Spanier answers to them

Then Spanier et al should have reported to them, right.
I’m trying to save Joe Paterno here. I just found a group of 20 assholes that make no secret of outranking Joe Paterno.

I'm not 100% sure on how they operate
Sorry to use a political reference, but I think the Board of Trustees is like the president, and Spanier is like the General in charge of the war.
The General ultimately makes his own decisions, and has free reign.

According to the University Charter...
Tim Curley reports to Graham Spanier alone.
Works on contingency? No, money down!
That's what I'm seeing
here — the chart entitled University opens while the link labeled Provost’s Office requires a password.
"The limits of my language mean the limits of my world" -- Ludwig Wittgenstein
I tried to post the picture.
Schultz is actually below Curley. Football coach isn’t there.
Works on contingency? No, money down!
And under Schultz's responsibilites
University Police is listed last. The list in not in alphabetical order.
Works on contingency? No, money down!
The list mostly is
Auxiliary and Business
University Budget Office
Commonwealth operations
Corporate Controller
Finance and Business
Human Resources
Internal Audit
Investigative management
Physical plant
University Police
"We are not normal, We are Legends. People will tell their kids about us." - Deon Butler before Ohio State Game 2008.
Right now.
I think were making good progress quantifying what were talking about.
Works on contingency? No, money down!
But his responsibility none the less
Ultimately, everyone there reports to him. Unless someone else has some responsibility over the University Police that doesn’t report to him? That wouldn’t be very logical though

I have the flow chart on PDF
In case it mysteriously disappears in the next few days.
Works on contingency? No, money down!
And if Tim Curley only reports to Gary Schultz, why is he there.
Gary C. Schultz
Senior Vice President for Finance & Business/Treasurer
He is responsible for Auxiliary & Business Services, Office of Corporate Controller, Commonwealth Operations, F&B at The Milton S. Hershey Medical Center, Office of Investment Management, Office of Human Resources, Office of Internal Audit, Office of Physical Plant, University Budget Office, and University Police. He reports to Graham Spanier and the Board of Trustees
Because he is the guy to see if you have to write a check. The victim in the 2002 incident remains anonymous.
Works on contingency? No, money down!
So the victim was paid off is what this would suggest.
But I would have to wonder, why? Why can’t they expose Sandusky in 2002?
"We are not normal, We are Legends. People will tell their kids about us." - Deon Butler before Ohio State Game 2008.
The 2002 victim is unknown.
This is, from a Penn State prospective, the only one that matters.
Works on contingency? No, money down!
Of course
Schultz is also listed with internal audit and human resources. There are legit reasons he should be involved.
"We are not normal, We are Legends. People will tell their kids about us." - Deon Butler before Ohio State Game 2008.

Sandusky is a former employee, you can only help your image by reporting it right away, the fallout would be pretty brief.
…But… to continue the thinking of this thread…
Maybe there is more importance in the 1998 investigation that we don’t know, hell, maybe it has to do with Gricar. And that bit of knowledge getting out would be an even bigger blow.

Here is what I think we did here tonite.
We proved that there is a subset of University Officials, specifically the Presidents counsel, that includes Schultz, Spanier, and Curley and specifically did not include Paterno.
There is no doubt, that Curley and Schultz would be the persons who are responsible for the investigation, and the only two people who could cover it up.
I think the some of the things we came up with here tonight might actually help Paterno from a public prospective. I think that the picture and the flow chart will actually provide a physical manifestation of where he sent this problem, and why he did the right thing. It helped me a great deal.

I hope so
I’m glad that you posted this. It makes me feel much better about the prevailing theory that I was going with. Namely, Joe correctly reported it to the people in charge. He probably followed up. But when he got the same answer that the Second Mile got, namely, they investigated and found no wrong doing, he was satisfied that they had competently done their jobs.
Maybe thats not enough. For some people it definitely isn’t. I will continue my wait and see approach here though.

People are able to be a bit more rational about their thinking. Especially with Spanier and company just bungling everything so poorly, and Joe wanting to apparently go ahead with his press conference and what not.

But still, if you’re ever being attacked by a kangaroo, know you know to just get behind it.

yeah, I am underwhelmed by that press release
give me something new, BOT! A commission should have started before this all came out.

I know, that is the logical response
sigh. But they should have had a statement such as this ready to go for a long while now—since they knew the GJ was convening.

Maybe it's just wishful thinking,

Are they going to come out and mention that they knew about the 1998 episode, while most at PSU did not?
probably not, but the PSU general counsel knew which makes me think at least some of the BOT knew. This entire thing is so far above Joe and what he could have done. He could not have done crap if those above him stonewalled it.
My grammer skills need improved.
Are the BOT going to come out and say they instructed Joe in his 99 meeting to offer JS the ultimatum, quit 2nd mile or quit PSU?
My grammer skills need improved.
If Joe is the person we believe he is
If the BOT force him out and try to shame him (which looks like it is) I think he will do what is needed to clear his name. I don’t think he will do anything more to damage the University, he loves it too much, but he is also a very prideful man and will do what he needs to set the record straight. At least, that is my opinion.

One tool suggestion
Websites are, obviously, not static collections of information. You can check out older versions of many of them that were snapped periodically at the Internet Wayback Machine here: http://www.archive.org/web/web.php Just plug in the website you’re interested in.
Incidentally, this also serves as a reminder that everything you do on the Internet will be there forever, or at least you should believe that it will.
I thought that Wayback only 'worked' when somebody submitted a snapshot of a site?

I'm not familiar on its technical specifics
But I don’t see why it wouldn’t just be a web crawler continually rolling around the Internet.
It may be...
but a charity site would probably be pretty low on its hit frequency.

I keep getting timed out. If whoever set their site up isn’t particularly bright, we may be able to pull a directory listing and see if there is a backup of the old site there.

I don't think it's specified one way or the other.

If I recall the GJ document correctly
It said Joe called Curley. Didn’t say Curley and Schultz, then said McQueary spoke with them both.
It’s not specified exactly.
"We are not normal, We are Legends. People will tell their kids about us." - Deon Butler before Ohio State Game 2008.
Would a GJ document require JoePa to list any legal counsel he talked to prior to contacting Curley?
"This is being a Penn State fan. We’ll prove it, or we won’t. It’s not about proving it to them, it’s about proving to ourselves."
I'm not sure
There was a TON of gaps in the GJ doc, I consider it not all inclusive.

Yeah I just found it, UP.
So Schultz was quite literally at the head of both of these “should have been” investigations.
"This is being a Penn State fan. We’ll prove it, or we won’t. It’s not about proving it to them, it’s about proving to ourselves."
I thought that was established?
I was pretty sure I heard on ESPN Radio (!) this evening that the University Park PD should have been able to connect the dots. …which means Schultz should have personally been able to connect the dots.

Was Schultz in that position in 1998?

Yes.
This is actually news to me. I had heard he was not aware of the previous incident.
"This is being a Penn State fan. We’ll prove it, or we won’t. It’s not about proving it to them, it’s about proving to ourselves."
Yeah
TC tells Schultz, McQ informs them both in a meeting (somewhere in the middle Schultz should have been informing an actual Police ‘Capt.’, opening a file and reporting up to his direct superior, Spanier…

…and there’s supposedly – zero – police files on this?!
So eventually (unless it’s already happened – just not announced (read: gaps in GJ doc) a few police officers will be investigated as to if they had knowledge of this instance.

the officer in charge of the 98 case retired and is not talking to the press
don’t know if he spoke to the GJ, but I would guess that yes he did. They don’t have to release what he said. They only released what they needed for indictment. Do you really think the only thing Joe said was he bumped it up the chain and the AG didn’t follow that up with more? Anyone that thought or thinks that sure doesn’t have a clue. Also, the GJ release is probably a drop in the bucket vs the info that was obtained.

Jesse.
If you’re still on this, is there anything specific you would like me to look for?
"This is being a Penn State fan. We’ll prove it, or we won’t. It’s not about proving it to them, it’s about proving to ourselves."
Interesting stuff ,,,
While this poses some serious questions, one question stands out above all … If this specific scenario were to actually play out (and Joe is proven to 100 percent NOT part of any alleged cover up) who is the best qualified person to lead PSU out of this mess going forward? And I’m talking about the institution as a whole, not the football program.
Think about it. There are plenty of people that won’t like it, but there’s really only one answer.
I know it may seem hard to imagine, but if three top-level university officials were to sanction “buying” the silence of a child who had been raped, this scandal would take a much more drastic turn for the worse. And then all of a sudden, the man so many insisted MUST go, NEEDS to stay.
For what it’s worth, I think this is a flight of fancy but who knows. I commend Jesse’s train of thought here. Like someone else said, at least he’s trying.

You see that thing over there? That was the point. You missed it.
ONE person on the flowchart could have truly solved this.
ONE person had enough clout in town to get the campus, town, county and state police involved.
ONE person could have said to Jerry Sandusky, “Turn yourself in and get help” and had a chance of being heeded.
ONE person could have said, “We will find those kids and we will help them.”
That ONE person is not one of the 20 people ahead of Paterno on the flowchart.
There is legal and there is right. Joe did what was legal. He didn’t do what was right. Not by a damn country mile.

Police Flow Chart
A flow chart like the one on the current University Park Police website from back in 2002 would go a long way in showing Joe actually did go to the police when he spoke to Schultz. If you could come up with that, you might actually get the attention of a reputable national journalist. If one exists.
