Apologies in advance if this has been previously posted. Ran across this website. Dr. Novak is running for the BOT. He was on the BOT from 1988 to 2000. On his website, he wrote about how the PSU BOT really works (link below). Very interesting. Explains a lot about many things that are puzzling.
This suggests quite strongly that those seeking change will not succeed by getting new BOT members. As Dr. Novak explains, real change will need to be made within the governance structure. More specifically, Standing Order IX will have to be changed.
