Recruiting never stops. While PSU may technically be out of scholarships, that's not stopping them from working on future classes.
Recruiting never stops in college basketball. While PSU has four 2013 commitments who will be signing their Letter of Intent in just over two weeks, plenty of work can still be done to build in-roads and develop relationships with potential prospects. Chambers and his staff has been taking advantage of their early recruiting to focus on rising juniors and sophomores.
As with every recruiting update comes the obligatory scholarship examination. There are technically no more scholarships immediately available in the 2013 class, but the staff could very well know something we don't. Why else would a redshirt junior be taking pictures with the seniors? Regardless of that outcome, however, I expect the staff to be finished with this class unless a bona fide opportunity for a big-time player were to rise, which could always happen with a transfer in the spring. Even if Borovnjak does forego his final year of eligibility though, his departure wouldn't open up a scholarship for the 2014 class, which currently consists of just two spots and one already belongs to Isaiah Washington.

It will be interesting to see where this last scholarship goes. PSU has made good progress with Garner and Campbell, but Graham Woodward now is in the fold as a point guard. If a top prospect like Reid Travis grows his interest, I'd bet on the best player available approach. With the names below, many have been offered, but haven't shown as much mutual interest. Doyle is an interesting case because he's flying under the radar after not playing AAU.

The Philadelphia area already has a known nucleus of rising stars in their sophomore class. Carter, Kimble, and Foreman all have made their presence known on the AAU circuit and are receiving high-major looks. This will likely be the next big class for Chambers and depending on the program's progress the next two year's, could be one of the biggest.
