Bill O'Brien 4th worst new hire in FBS
According to CBSSports, BOB was a worse hire than illuminaries such as Garrick McGee, Charlie Weis, and Todd Graham.
Reasons for him being a bad hire include, following a legend, the JS scandal, really hard hitting reasons if you ask me.

They didn't even give reasons at all
I can think of plenty off the top of my head (no head coaching experience, Patriot coordinator badness, etc.), but all they did was give a summary of what he’s stepping in to.
That's what bugged me the most
I’ve been critical of the hire but for reasons other than, “the scandal was bad” or “he has a butt chin”.

How about reasons that he is a good hire?
He will be bringing a new offense to a team whose offense has been somewhat stale and underwhelming. A new system, based off of a system that has had solid success in the NFL with underwhelming talent (besides Brady) has a lot of potential as long as it’s not too complicated.
He retained LJ Sr. and Vandy keeping the strength of his defense while hiring a secondary coach that has potential to be an improvement. With more dynamic coverage schemes and potential blitz packages, we might be able to force more turnovers which will help our offense and keep our defense off the field, which has been a problem in the past.
While his recruiting abilities will likely not compete with Urban Meyer, his experience with the Patriots and Tom Brady is likely to draw talent that is looking to further their development. While most of this talent will likely fall in the 2-3 star range, they are the type of players we want on a Penn State team. They’re the type of players that know they can and need to get better, and they will be willing to do what it takes to get there.
Most importantly, he’s not going to try and force things that don’t fit. He seems to have a basic idea of what he wants to implement in terms of his schemes, however they will be dependent on the talent he has available. This is an immediate leg up over previous coaching failures such as RichRod and Weis as it shows he is comfortable with adjustment and able to think about football strategically.
That’s all I got for now, but considering I’ve been as pessimistic about this hire as anyone and I was able to compile this list, I’m sure there are tons of other great reasons for BOB.

I am constantly surprised by these writers’ lack of information. Haven’t they watched PSU on offense lately??
Coincidently, Stewart Mandel of Cnnsi graded the hire a “C”, article linked below. Like others here, I think BO’B will have an immediate impact on offense and I really do think you can’t put a realistic grade on him until 2013. We have to see how he recruits, handles the players, how his coaches do, etc. So talk to me after the 2013 season.

I'm not a fan of waiting too long to determine a coach's success.
While I have no expectation for him to win a national championship in his first year or anything grandiose, there are key indicators to judging the immediate success of the coach and to set benchmarks throughout the season. I think there does need to be some minimum expectation set as my biggest fear with new coaches is that they are going to ruin whatever positives we have while also failing to improve the weaknesses. I’m already slightly paranoid if the defense struggles that LJ Sr. and Vandy will be scapegoated by either Roof of BOB in order to buy them additional time. That kind of borrowed time is the quickest way to insure your program is headed towards irrelevancy.

I agree with everything you say, especially about setting minimum expectations, my only point is
Can we really judge him after one year at the helm? Considering how this program has been entrenched in a certain style and way of playing, etc. for so long, I think it’s going to take some time for the players to get used to a different style of play.
I do believe that considering his supposed “expertise” on offense, if there is little to no significant progress there, then that is definitely a red flag. Also recruiting next year. If signing day rolls around next year and we’ve only improved a little bit with our class, that would be another bad sign.
As for the defense, I honestly don’t know what to expect. I think they probably will not be as good as this past year. But I am hopeful that they end up making more big plays and blitz more. I guess we’ll see. Basically, I don’t disagree with anything you say. I am just saying that if they play well, but end up 8-4 or something like that…we shouldn’t be ready to fire the guy. If the staff looks like it’s improving these kids, then that is something positive.

I completely agree.
I think that the fanbase will set realistic expectations for BOB. Due to player graduations and the change to a new system it’s going to be a difficult year. As long as he continues to improve and we’re not losing games we shouldn’t, I’ll be happy.
It’s also important to note that sometimes with a new coach, they start out on fire because no other teams have much tape to use for preparation. I think we could realistically go into the off week with 1-2 losses, but the second half is going to be a struggle and we could end up 6-6.

Looking at this realistically, though
The defensive schemes would have to be next to impossible to implement, given that RV and LJ won’t all of the sudden lose their coaching ability, and our current kids won’t all of the sudden become not good.

The thing I hate about these articles is they are pointless.
It’s not like this article presented any new information or expert analysis that hasn’t been covered. And in a year from now when half the coaches they ranked high do terrible and half the coaches they ranked low do well, they won’t even mention the fact that they were wrong. Somehow, fluff pieces of bullshit do nothing to hurt the credibility of the media outlets.
