OK, first off, I would rather not have the sanctions but could this be a long term, positive? Bear with me.
Assuming BO'B stays through the sanctions and beyond, the difficulty in landing many highly touted recruits will make the PSU recruiters look harder for the kids under the radar. Small schools, etc.
To use an example of Weis going to Notre Dame, he came in as a highly touted OC from the NFL and had no trouble bringing the top recruiting prospects to ND. The fallacy of the ratings system (along with Weis' shortcomings, personally and professionally) shows in that the #1 guy doesn't always return what you think. Wasn't Beano awarding Klausen four Heisman's after he announced his commitment in front of the College Football HOF?
All that i am saying is that it would have been easier to come in with full scholarships and no limits and take the kids that flock to you. Not saying you can't still pick the best and turn some of those away, i think that having to seek the great players from the unscouted (by the ranking services) will further lead the coaches to look beyond third party ratings, if they don't already and hit the trail to see the kids playing in the small out of the way places.
