During this morning's hearing in the Paterno lawsuit against the NCAA, Everett Johnson, legal representative for the NCAA, said this:
NCAA attny Emerett Johnson: It was not a gun to the head, it was simply not playing a football game on a Saturday (if decree not signed)

This is about as close to straight from the NCAA's mouth as we're going to get. According to its legal representative, If then-President Rodney Erickson did not sign the consent decree, it would have been four years of no football in Happy Valley (which Erickson repeatedly said was the basis of "negotiations", if you can call them that).
