Penn State outside linebacker Troy Reeder, who started 11 games in 2015 as a redshirt freshman, confirmed this afternoon his intent to transfer to his home state to play his final three years at the University of Delaware. Because Delaware is an FCS school, Reeder will be immediately eligible to play.
